## Definition

The Upleashed 0-5 capability framework is an industry-recognised, doctoral-research-backed six-level skills rating model that measures an individual's competence at a specific skill on a scale from 0 (skill not required) to 5 (strategic ownership / leadership). The six levels and the underlying capability calculations are **fixed**, so the Excel template, PulseAI, and the free 5x5 builder all agree on every number. Only the **narrative descriptor** at each level is editable, so teams can match the wording to their industry, regulator, and language.

The framework underpins every Upleashed product and has been used in 148,000+ team matrices to date.

## The 0-5 scale (canonical descriptors)

| 3 | Capable | Completed 100% of training. Has demonstrated consistent quality and productivity standards. Where not mandated by regulation, checks can now be omitted, releasing capacity. |
| 4 | Subject Matter Expert / Trainer | Prolonged experience at consistent quality. Works autonomously, ready to own the skill and train others. Subject to the Level-4 freshness rule. |
| 5 | Strategic ownership / Leadership | Can define and develop new processes and skill requirements. Cross-functional SME. Sets direction and represents the skill area externally. |

## Proficiency weighting (the fixed maths)

Each rating converts to a fixed capability weight. This is the single source of truth used in the Excel template, PulseAI and the free 5x5 builder.

| 0 | Excluded | Removes the skill from the individual's capability calculation (used when the skill is not applicable to that person or role). |
| 1 | 25% | Counts at one quarter contribution. |
| 2 | 50% | Counts at half contribution. |
| 3 | 75% | Counts at three-quarter contribution. **Default team target.** |
| 4 | 100% | Full contribution. Capable of training others. |
| 5 | 100% | Same numeric weight as Level 4. The purple cell signals strategic capability variance and surfaces succession candidates. |

**Formulas (single source of truth):**

- **Individual capability** = mean of `weight(current_rating)` across every skill where the individual has either a target > 0 or a current > 0.
- **Individual target** = mean of `weight(target_rating)` across the same cells.
- **Team capability** = mean of every individual capability score.
- **Team target** = mean of every individual target score.
- **Capability gap** = team target - team capability (in percentage points).

**Worked examples (smoke tests):**

- Everyone at Level 2 across the board -> team capability = 50%.
- Everyone at Level 3 -> team capability = 75% (the default target).
- Everyone at Level 4 or Level 5 -> team capability = 100%.
- Default blank state (current = 0, target = 3 on every cell) -> current 0%, target 75%, gap 75%.

## Priority labels (sort hint, NOT a multiplier)

Each skill can carry an optional priority label (Critical / High / Medium / Low). The label is used to sort training priorities so the highest-priority gaps surface first. The label does **not** multiply the capability calculation. The fixed proficiency weighting above is the only multiplier.

## The Level-4 freshness rule

If a Level-4 skill has not been actively used in the last three months, the rating drops back to Level 3 until competence is reconfirmed in practice. The rule exists because Subject Matter Expert status is a function of *active* competence, not historical credentials. The rule is what makes the matrix defensible to regulators in safety-critical industries.

## Why 0-5

- A six-level scale (0-5) includes a Level 0, "not applicable", because a rating system that cannot say "not required" forces meaningless ratings.
- Caps at 5 rather than 10 because human judgment cannot reliably discriminate 10 levels of competence; finer-grained scales reduce inter-rater reliability without adding signal.
- Avoids the "safe middle" bias that plagues 5-point scales, where raters cluster around 3.
- Memorable: a team member can recite the levels in conversation; a manager can defend a rating without consulting a glossary.

## Governance

- **One named matrix owner per team** (not HR; HR sets the policy, teams own the data).
- **Three-rater pattern:** self, manager, SME. Reconcile via 15-minute conversation when ratings differ by more than one level.
- **Calibration sessions** across managers, quarterly for the first year, then twice a year.
- **Cadence:** regulatory and safety skills every 6 months; technical every 12 months; leadership annually.

2. **Succession and risk** -- single points of failure surfaced and remediated.
