## Definition

A skills matrix is a grid that maps every person on a team (rows) against every skill that matters for the work (columns), with a rating in each cell scored on a defined scale, typically 0 to 5. Used consistently, it answers four questions: who is capable, who is developing, where you have single points of failure, and where investment will deliver the biggest impact.

## Five components every well-built matrix has

1. People (rows)
2. Skills (columns)
3. A scale (typically 0-5 with one-sentence descriptors per level)
4. A rating in each cell, dated and ideally verified
5. A role target for each role × skill combination

## The 0-5 scale

- 0, No exposure
- 1, Awareness
- 2, Supervised
- 3, Independent (the baseline for "qualified for the role")
- 4, Proficient (handles edge cases; teaches juniors)
- 5, Expert / trains others

Three-point scales collapse to "everyone is intermediate". Ten-point scales force false precision. Six levels (0-5) is the proven point of resolution.

## What a skills matrix is not

- A performance appraisal
- An IQ or personality test
- A surveillance tool
- A one-off project (quarterly is the minimum useful cadence)

## The four decisions it unlocks

1. Training plans (typical 30-50% reduction in unnecessary training spend)
2. Succession and risk (single points of failure surfaced and remediated)
3. Hiring (internal moves replace 1-2 external hires per year per 30-person team)
4. Project staffing (combinations of people surfaced quickly)
